The biggest advantage of an HSA over an FSA is that the funds roll over indefinitely. There is no use-it-or-lose-it deadline. Your HSA balance grows over time and can be used for qualified medical expenses at any point in the future. It is a long-term health investment account, not a spend-it-now account.
HRA — Health Reimbursement Arrangement
An HRA is funded entirely by your employer. You do not contribute to it. When you have a qualifying medical expense, you submit an itemized receipt to your employer or plan administrator and get reimbursed with tax-free dollars. Whether unused HRA funds roll over depends on your specific plan terms, so it is worth checking with your employer on that.

Module 5 - Field Endurance: Qualifies. Contains items for the treatment and prevention of field injuries including blister care, hydration, and wound care supplies.
Module 6 - Veterinary Wound Care and Irrigation: Does not qualify. Veterinary expenses are not covered under IRS Section 213(d) for human benefit accounts.
